Quality Control/Site Safety Health Officer

We're seeking a Quality Control/Site Safety Health Officer for federal construction projects in the Jacksonville, NC area. The Quality Control/Site Safety Health Officer (QC/SSHO) supports the Federal Construction division by planning, designing, implementing, and managing quality control and quality assurance processes, procedures and documentation associated with deliverable preparation. The QC/SSHO is also responsible for managing, implementing, and enforcing the safety and health program onsite.
Responsibilities:
- Prepare Quality Control Project Plans, including Definable Features of Work, inspection requirements, and testing plan. Prepare appropriate, targeted field forms associated with this Plan.
- Ensure compliance with Submittal requirements, including maintaining submittal logs, tracking review/approval/resubmittal, and review of technical submittals as required based on subject matter expertise.
- Verify and document that all materials/equipment received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project, check for damaged and defective materials and address with vendors, subcontractors, and project team.
- Assist project team in preparing, submitting, and tracking RFIs as necessary.
- Implement field 3-phase Quality Control process in accordance with USACE Construction Quality Management for Contractors training.
- Document field quality deficiencies, and track via Deficiency Log through closeout.
- Build and lead a QC team of subject matter experts to execute successful job specific QC programs.
- Schedule, coordinate, and document all required independent inspections. Clearly document, correct, and re-inspect all non-conformances.
- Lead and document quality control meetings with the project team and/or customers; and provide written minutes.
- Stop work; reject materials and/or equipment; and direct the removal and replacement of any work not in compliance with contract documents, applicable codes, building standards, and/or established principles of construction engineering, or activities which present life-threatening conditions or damage to the site.
- Complete targeted Daily Quality Control Reports, notes of Preparatory and Initial Phase meetings, and reports of deficiencies. The focus must be on features of the work inspected and tested and the results of those inspections/testing, not field productivity.
- Report the status of quality program implementation to the Program Quality Control Manager, with copies to PM and Site Superintendent.
- Ensure safety and productivity of project labor, company personnel, and subcontractors meets EM 385-1-1 and company site safety requirements.
- Supervises crews, material and equipment and coordinates installation of all trades work.
- Coordinates with and provides input to project team on scheduling, engineering, material control, and job productivity. Monitor status of project, schedule, productivity, and costs.
- Based on experience and expertise, assist project team in resolving outstanding quality concerns. Troubleshoot and problem solving as required on all projects.
- Responsible for meeting production, quality, and customer service standards in a fast-paced construction environment.
Qualifications:
- Bachelor’s degree in construction management, building technology, engineering or equivalent preferred.
- 5 years’ combined experience in the construction industry serving as a Project Superintendent, Quality Control Manager, Project Manager, Project Engineer, and/or Construction Manager required.
- 2 or more years’ experience as a Quality Control Manager for federal projects required.
- Familiarity with the EM 385-1-1 requirements and experience in the areas of hazard identification, safety compliance, and sustainability required.
- Current OSHA 30, First Aid, CPR, AED certifications required.
- Current Construction Quality Management for Contractors certification preferred.
- Proficient with Microsoft Suite (Word, Excel, and Outlook, SharePoint, Teams)
- Experience using various field management software, Procore preferred.
- Exceptional written and verbal communication skills.
- Ability to work independently and in a collaborative team environment.
- Strong organizational skills and ability to manage one’s time and priorities.
- High attention to detail and accuracy
- Valid driver’s license required.
