Contracts Specialist I or II

Brawley, a General Contractor headquartered in Wilmington, NC, is seeking a reliable, self-motivated, and well-organized Contracts Specialist I to support the Wilmington Construction Team in both federal and non-federal construction projects across eastern North Carolina. The Contracts Specialist I will be responsible for contract and subcontract administration duties throughout the life cycles of each assigned project.

Responsibilities:

  • Conduct contract and subcontract administration associated with Brawley?s federal and non-federal clients, as assigned.
  • Provide support and guidance to project team members with respect to change notice submission and administration.
  • Provide support for the assembly of request for equitable adjustment proposals.
  • Support Project Managers to help ensure compliance with the federal acquisition regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) in the execution of the project.
  • Provide support to Project Managers on all contracting and subcontracting issues.
  • Assist in the development of all Requests for Proposals, calling attention to any contractual requirements that may have an impact on the potential subcontractor or vendor?s pricing, as well as ensuring that all documentation applicable to the solicitation is provided fairly to all potential subcontractors and vendors
  • Utilize Brawley?s Construction Tool on Brawley.net for RFP efforts.
  • Perform essential procurement duties including assisting with source selection, cost and price analysis, completion of negotiation and procurement memoranda, and entering of purchase orders and/or subcontract agreements in SAGE 100.
  • Compile complete back up packages for federal auditing compliance, including required records pertaining to the procurement process, as applicable.
  • Provide proposal support including gathering of cost and pricing data, submission of cost estimates, and review of small business subcontracting plans (SBSPs) to ensure compliance with all contract T&C?s (including FAR/DFAR/AFAR) and any specific Contracting Officer requirements.
  • Participate in bi-weekly project meetings, and any other required and related meetings.
  • Organize project documentation and records into corresponding SharePoint folders.
  • Identify Controlled Unclassified Information related to federal projects and properly handle such files, when applicable.
  • Monitor, track, and file documentation related to compliance, such as but not limited to, current and potential subcontractor or vendor self-certifications, health and safety questionnaires, certificates of insurance, and payment and performance bonds.
  • Verify prospective subcontractors and vendors meet Brawley?s requirements as well as all federal contracting requirements, when applicable.
  • Collect, review, and track subcontractor certified payrolls for all federal and/or public projects ensuring accuracy and compliance with both the Prime Contract and the Department of Labor.
  • Maintain communication and assist subcontractors and vendors throughout each project life cycle, from the start of the procurement phase, as needed, through project closeout.
  • Obtain subcontractor invoices and waivers for Project Manager review and approval.
  • Assist with creating, inputting, and tracking client invoices.
  • Periodic travel for client meetings or subcontractor audits may be required.
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.

Basic Qualifications:

  • Associates Degree in Business Administration or relative field of study with 2+ years of experience in a similar Project Administration role within the construction industry is preferred.
  • Experience in government contracting and working knowledge of the FAR and DFARS is preferred.
  • Preferred Qualifications:
  • Effective communication with excellent verbal and written communication skills.
  • Ability to work both independently, and with a diverse group of individuals, maintaining and building good working relationships at all levels within the organization.
  • Well-organized and efficient, capable of prioritizing and working through multiple tasks concurrently and meeting project deadlines.
  • Self-motivated, proactive, and resourceful in problem-solving.
  • High attention to detail and accuracy.
  • Proficient with Microsoft Office and capable of learning and navigating additional software tools, as necessary.
  • Experience in Procore, Sage100, and Salesforce.

This position is located at the Wilmington, NC office and may be considered as a hybrid role. The selected applicant will work with the hiring manager to set an approved schedule.?
